Common Pitfalls

  • LMI documentation collected at closeout: Income certification data collected retroactively is often incomplete and sometimes ineligible. Collect LMI documentation at program enrollment, not after.
  • Sole-source justification without documentation: Using a sole-source vendor without a documented justification creates audit exposure. Competition isn't just recommended — it's required, with documented exceptions.
  • Davis-Bacon wage rates not current: Wage determinations expire and are superseded. Verify the wage determination is the most current version at time of contract award, not at time of original project planning.
  • Draw requests ahead of expenditures: Drawing down funds significantly before expenditures occur triggers interest liability and monitoring scrutiny. Draw only for immediate reimbursement or 3-day cash needs.
