Prohibits any distillation before issuance. No distillation -- including test batches -- may occur before the DSP is issued. This is a hard constraint with no workaround. State and Local Licensing

State distillery license: Processing times range from 60-90 days in favorable jurisdictions to 12-18 months in states with more complex review processes. Research your specific state's requirements early -- a state license timeline of 12+ months changes the entire project schedule.

State tasting room license: If the distillery plans to operate a tasting room or retail sales floor, separate retail licensing is typically required. Some states allow spirit sales by the drink at the distillery; others restrict sales to sealed bottles only.

Local: Zoning and industrial permits: Distilleries are classified as industrial uses in most jurisdictions, which affects zoning. The presence of ethanol -- a flammable liquid -- places distilleries under fire department oversight. A still room with significant quantities of high-proof spirits in process must comply with NFPA 30 (Flammable and Combustible Liquids Code) and local fire codes. Phase 1: Business Plan and Spirits Strategy (Months 1-4)

The spirits strategy is the most consequential early decision because it determines the cash flow model:

White spirits (vodka, gin, unaged rum, white whiskey): Can be sold from day one of production. Revenue begins immediately after the still is commissioned and the spirit is bottled. This is the path for distilleries that need early cash flow.

Aged spirits (bourbon, rye, single malt Scotch, aged rum, brandy): By legal definition, bourbon must be aged in new charred oak containers (no minimum age, but most expressions are aged 2-12 years for quality). Scotch single malt must be aged minimum 3 years in oak casks. Aged rum and brandy typically range from 2 to 12+ years.

A distillery producing only aged spirits has no revenue until the spirit is release-ready. During that time, the business must be capitalized from other sources. Most successful craft distilleries launching with aged spirits supplement with white spirits revenue during the aging period.

Phase 2: Site Selection (Months 2-6)

Key site criteria for a distillery:

Industrial zoning (required for still operation and flammable liquid handling).

Electrical service: Commercial stills -- whether copper pot stills or column stills -- require significant electrical service for heating and cooling. A single 250-gallon copper pot still on electric steam may require 60-100 amps of three-phase service. Larger operations require proportionally more.

Water: Distillation requires significant cooling water. The condenser must cool the vapor back to liquid, requiring either a large supply of cooling water or a recirculating chiller system. Municipal water for condenser cooling is expensive; a cooling tower with recirculating water is the standard solution for medium to large operations.

Electrical equipment in these areas must be explosion-proof or intrinsically safe.

Ventilation: Continuous ventilation is required to prevent ethanol vapor accumulation to explosive concentrations. The lower explosive limit (LEL) for ethanol is 3.3% by volume in air. Fire codes require ventilation sufficient to keep vapor concentrations below 25% of LEL.

Fire suppression: The still room typically requires a wet-pipe sprinkler system. Some jurisdictions require foam suppression for areas with large quantities of high-proof spirit.

Fermentation room: Fermenters for grain mash (whiskey) or fruit mash (brandy, grappa) are typically open-top stainless vessels or food-grade plastic vessels. CO2 from fermentation requires ventilation.

Barrel storage (rickhouse): Rickhouse structural design must carry the full weight of barrels in their maximum density configuration. A standard 53-gallon bourbon barrel full of spirit weighs approximately 500 lbs. A rickhouse holding 1,000 barrels must carry 500,000 lbs distributed across the floor structure.

Phase 5: Equipment Procurement (Months 6-18)

Still procurement is the longest-lead equipment item:

Copper pot stills from European fabricators: Custom copper pot stills from manufacturers in Germany (Carl), Portugal (Hoga), or Scotland are the standard for premium craft distilleries. Lead times run 6-18 months depending on manufacturer backlog and customization level.

Column stills: Used for high-proof spirits (vodka, neutral spirits). American manufacturers have shorter lead times (3-6 months) than European pot still makers.

Custom copper work (helmets, lyne arms, worm condensers): Specialty copper fabrication for unique still configurations: 3-6 months.

Barrel supply: New American white oak barrels (the legal requirement for bourbon) from cooperages such as Brown-Forman, Independent Stave Company, or Louisville Cooperage: 3-6 months lead time. The first barrel order must be timed to arrive when the first spirit is ready to be barreled.

Phase 6: Construction (Months 6-18)

Construction of the distillery facility emphasizes the electrical and mechanical requirements of the still room. Trench drains for spill management, epoxy floor sealing, explosion-proof electrical systems, and fire suppression are specialized installations requiring experienced contractors.

Rickhouse construction (if on-site): a 1,000-barrel rickhouse is a simple but precisely engineered structure. The floor system must carry distributed loads far exceeding standard commercial construction. Rick (barrel rack) installation follows the building structure.

Phase 7: Equipment Installation and TTB Formula Approval (Months 14-20)

Still installation requires rigging and final utility connections (steam or electric heating, cooling water supply, spirit condensate piping). The still must be registered with TTB as part of the DSP premises.

TTB formula approval is required for flavored spirits (flavored vodka, gin botanical blends, spiced rum, flavored whiskey) before those products can be sold. Formula approval takes 30-90 days and must be in hand before bottling the flavored product.

Phase 8: Spirits Release Planning (Months 18-60+)

For white spirits: bottle labeling requires TTB COLA (Certificate of Label Approval), typically 7-30 days for standard applications. First white spirit release can occur within 1-3 months of still commissioning.

For aged spirits: the Gantt chart must model the aging timeline. Bourbon: minimum 2 years for straight bourbon; most quality expressions 4-12 years. The first aged spirit release milestone may be 36, 48, or 60+ months after the first barrel is filled.
