Phase 2: Market Analysis (Weeks 3–5)

Market analysis answers: Who can supply this category? What are current market prices and trends? What is the competitive dynamic among suppliers?

Supplier landscape mapping: Identify all qualified potential suppliers in the category. Sources: industry reports (Gartner, Forrester, IBISWorld, Dun & Bradstreet), trade association member directories, supplier referrals from peer organizations, and procurement network intelligence (ISM, NIGP).

Price benchmarking: What are current market rates for this category? For many categories, market pricing data is available from procurement benchmarking services (JAGGAER, Ivalua), industry associations, and government procurement databases (GSA pricing for federal categories). Price benchmarks establish the expected negotiation range before the RFP process begins.

Should-cost modeling (for manufactured goods and some services) estimates the cost a supplier should theoretically incur to produce the good or service, based on material inputs, labor rates, overhead, and margin. Should-cost models provide a negotiating floor and reveal when quoted prices are based on high-margin assumptions rather than competitive market rates.

Supply risk assessment: Are there supply constraints in this category? Commodity price volatility? Single-source risk (category where only 1–2 suppliers can meet specifications)?
