Marina development is one of the most heavily permitted construction project types in the United States. Operating expenses: staffing (marina manager, dock hands, fueling staff), utilities (shore power losses can be significant — metered slip power is preferred), insurance (marine liability, environmental, property), dockage and float maintenance, and debt service. Phase 2: Permitting (Months 4–60)
Marina permitting is the critical path. The Gantt must show all agency tracks running in parallel where possible — sequential permitting would add years to the timeline.
US Army Corps of Engineers (Months 4–40). The Corps regulates marina construction under two authorities: Section 10 of the Rivers and Harbors Act (structures in navigable waters) and Section 404 of the Clean Water Act (dredge and fill activities in waters and wetlands). A major new marina will require an individual permit — not the faster Nationwide Permit (NWP) authorization, which is limited to 1/2 acre of fill or structures with minimal adverse effects. US Coast Guard coordination (Months 6–18). If the marina is in or adjacent to a navigated channel, USCG coordinates on the Corps permit regarding potential impacts to navigation. The delineation determines the jurisdictional boundary — which areas are regulated wetlands under federal and state law. Phase 3: Design and Engineering (Months 12–30)
Dock system selection (Months 12–20). Two primary dock system types:
- Fixed docks (timber, concrete, or aluminum on fixed piles): lower long-term maintenance, but unsuitable in tidal ranges exceeding 3–4 feet (boats are too high or too low relative to the dock at different tides). Concrete fixed docks have 30–50 year lifespans.

Environmental mitigation design (Months 14–24). Phase 5: Operations Launch (Months 54–60)
