Curriculum development is a project, not a process. It has a start date, a launch date, a team of contributors, and a set of deliverables. Yet most curriculum projects are managed the way that other creative work is managed informally: through email threads, shared drives, and the assumption that people will figure out what needs to happen when.

The result is familiar: the course launches late, the SME review happened too fast for quality, the LMS upload revealed technical issues nobody anticipated, and the first cohort of learners encounters half-finished content.

A Gantt chart for curriculum development gives the instructional design team a structured timeline that makes the dependencies explicit, shows where multiple workstreams can run in parallel, and keeps every contributor — instructional designer, subject matter expert, learning technologist, and program administrator — accountable to a shared schedule.

Curriculum Development in Three Contexts

The phases of curriculum development are broadly similar across K-12, higher education, and corporate L&D, but the stakeholders, approval processes, and technical environments differ in important ways.

K-12: Curriculum development often involves district-level approval, alignment to state standards, and multi-year adoption cycles. The Gantt needs to account for curriculum committee review, board approval, and pilot school selection.

Higher education: Course development typically involves faculty as primary content owners, instructional designers as design partners, and institutional review for credit-bearing programs. The Gantt needs to account for faculty availability (especially around semester breaks), curriculum committee approval, and accreditation documentation.

Corporate L&D: Curriculum development involves business stakeholders as clients, SMEs as content sources, and a learning management system (LMS) as the delivery mechanism. The Gantt needs to account for stakeholder approval cycles, SME availability constraints, and LMS configuration.

Phase 1: Needs Assessment and Scoping (Weeks 1–3)

Effective curriculum development begins with a clear answer to: who needs to learn what, and why? This phase establishes the foundation for every design decision that follows.

Key tasks:

In higher ed, this phase often includes a curricular mapping exercise where proposed courses are mapped to program learning outcomes and institutional competencies. In K-12, it includes standards alignment. In corporate L&D, it includes alignment to competency frameworks or skill taxonomies.

Stakeholder sign-off on the scoping document is the mandatory gate before design begins.

Phase 2: Curriculum Architecture and Course Design (Weeks 3–6)

This phase translates the approved scope into a structural design: how many units, what sequencing, what assessments, what pedagogy.

In K-12 and higher ed, course design often requires curriculum committee review. Schedule that review — with realistic turnaround time — as a dependency gate before content development begins.

Phase 3: SME Engagement and Content Sourcing (Weeks 4–8)

Subject matter experts are the content authorities. They know what learners need to understand. Instructional designers know how to teach it. The collaboration between them is where curriculum lives or dies — and it's the phase most likely to create schedule pressure.

Phase 4: Content Development (Weeks 6–14)

Content development is where the instructional design team writes, produces, and assembles the actual learning materials. This is typically the longest and most resource-intensive phase.

This phase benefits significantly from parallel workstreams. In a multi-course program, different instructional designers can develop different courses simultaneously. Within a single course, different modules can be developed in parallel if multiple designers are available.

On the Gantt, break content development down by unit or module, not by course. "Develop Unit 1" and "Develop Unit 2" are separate bars that can overlap when separate developers are assigned.

Phase 5: Instructional Technology and LMS Configuration (Weeks 10–14)

While content development is underway, the learning technologist configures the LMS and prepares the technical environment.

LMS configuration can start as soon as the course structure is defined — it doesn't need to wait for content to be complete. Early configuration catches technical issues before they cascade into the final weeks. Show this on the Gantt as a parallel workstream starting well before content development is complete.

Phase 6: Pilot and Iteration (Weeks 14–17)

The pilot is the first delivery to a real audience. For curriculum development, it tests whether the content, the assessments, the sequence, and the LMS experience actually work for learners.

K-12 curriculum pilots often run for a full semester. Corporate L&D pilots are often compressed to a few days or a single cohort. Higher ed pilots often run for one term with one section before broader rollout. The Gantt timeline for this phase depends heavily on the pilot approach.

Phase 7: Launch and Rollout (Weeks 17–20)

Full launch involves enrollment activation, communication to learners and instructors, and any instructor training needed.

Phase 8: Continuous Improvement

Curriculum is never truly finished. Build an ongoing review and update cycle into the project plan from the beginning.
