Use a Gantt chart to coordinate wildfire recovery — from debris removal and erosion control through permitting, reconstruction, and community-wide rebuild programs.
The Camp Fire in Paradise, California destroyed approximately 11,000 homes in November 2018. Five years later, fewer than 30% had been rebuilt. That gap between expectation and reality is the most important fact about community-scale wildfire recovery: the timeline is far longer than the public, elected officials, or affected homeowners typically anticipate. A Gantt chart cannot close that gap on its own, but it can expose the compounding dependencies that cause it — and help recovery managers, emergency managers, and homeowners understand where the time actually goes.
This guide covers the wildfire recovery project schedule at two scales: the individual home rebuild and the community-wide recovery program.
Recovery planning begins while the fire is still burning. Emergency managers are simultaneously conducting evacuation, life safety operations, and early planning for the recovery that will follow:
Structure Triage and Damage Assessment
Cal OES, FEMA, and local building departments conduct rapid damage assessments immediately after fire suppression allows access. Structures are classified as: destroyed (foundation only remaining), major damage (structurally compromised), minor damage (smoke and ash but structurally sound), or unaffected. This classification governs eligibility for FEMA assistance and insurance claims and is the first milestone that gates all downstream recovery activities.
Utilities Assessment
PG&E or the relevant utility assesses damage to electrical, gas, and telecommunications infrastructure. In the Camp Fire, PG&E's electrical distribution system in Paradise was almost completely destroyed. Utility restoration is a prerequisite for reconstruction — and a prerequisite for contractors and homeowners returning to work on damaged properties.
This is the most misunderstood phase in wildfire recovery, and the one most responsible for the gap between when homeowners want to rebuild and when they can.
Phase 1 — Household Hazardous Waste (HHW) Removal
Burned structures release concentrated hazardous materials: asbestos from older building materials, lead paint from pre-1978 construction, mercury (thermostats, fluorescent lamps), propane tanks, lithium-ion batteries, pool chemicals, and pesticides. Before any debris removal can begin, a licensed hazmat contractor must walk each parcel, identify and remove all HHW, and document the removal. This is not optional — it is required before a contractor can bring heavy equipment onto the site.
Phase 1 HHW removal is typically managed at the county level under the direction of the California Department of Toxic Substances Control (DTSC) or equivalent state agency. Timeline: 2–4 months for a major disaster, depending on the number of parcels and contractor capacity.
Phase 2 — Structural Debris Removal
Once Phase 1 is complete, heavy equipment (excavators, bulldozers, dump trucks) can remove structural debris — concrete foundations, burned wood, metal, and ash. Debris from wildfire-damaged structures may also be contaminated with combustion byproducts (dioxins, heavy metals, polyaromatic hydrocarbons) and requires testing and disposal at appropriate landfill facilities, not general construction demolition sites.
Debris removal programs are typically offered as a government-managed program (FEMA/CalRecycle manage contractors) with the alternative of property owners using licensed private contractors. The government program is free to eligible homeowners but operates on a government-managed schedule; private debris removal requires owner contracting and proper disposal documentation.
Timeline for Phase 2: 4–8 months for community-scale debris removal, again depending on parcel count. Until Phase 2 is complete on a given parcel, no reconstruction can begin.
Soil Sampling
After debris removal, soil samples are taken from each parcel to confirm contamination levels have been reduced to acceptable thresholds. If samples fail, additional remediation is required before the parcel can be released for construction. Soil sampling results are the milestone that formally releases a parcel for reconstruction permitting.
Wildfire removes the vegetative cover that stabilizes soil. The first rainstorm after a fire can cause catastrophic erosion — debris flows, mudslides, and sedimentation of waterways — from bare hillsides. For communities in fire-prone terrain (the wildland-urban interface), erosion control is not optional and is constrained by a critical timing window: it must be in place before the first significant rain, which in California typically begins in October.
Hydromulch Application
Helicopter or truck-mounted hydromulch applicators spray a slurry of wood fiber mulch, seed, and tackifier over burned slopes. Hydromulching must be completed before the rainy season begins — this is a hard external deadline that the Gantt chart must show.
Silt Fences, Wattles, and Check Dams
In areas where concentrated flow is expected (road ditches, drainage swales), erosion control structures must be installed by field crews. These are temporary structures that will be removed or replaced during reconstruction.
Watershed-Scale Erosion Control
For large fires, the National Forest Service, CalFire, and USACE may conduct watershed-level emergency stabilization (BAER — Burned Area Emergency Response) on federal lands to protect downstream communities from debris flows. This is a parallel government program that fire-affected communities must coordinate with.

Electrical Distribution
Rebuilding electrical infrastructure in a fire-destroyed community means replacing poles, transformers, and distribution lines across a large geographic area. In communities where undergrounding electrical infrastructure is being pursued as a fire prevention measure, the restoration work is even more extensive.
Natural Gas
Gas utilities assess each service line for damage. In some cases, entire gas distribution mains are replaced.
Telecommunications
AT&T, Comcast, or local providers rebuild telecommunications infrastructure. In some post-fire rebuilds, communities have used the opportunity to pursue FTTH broadband as part of the utility restoration.
Water and Sewer
Fire can damage plastic water mains and service lines. Pressure testing identifies leaks. Water system restoration is a prerequisite for construction (contractors need construction water) and for occupancy.
Streamlined Post-Disaster Permitting
Many California counties have adopted streamlined permitting programs for wildfire recovery — reducing fees, expediting plan check, and accepting pre-approved standard plans for common house types. Sonoma County (post-Tubbs Fire) and Butte County (post-Camp Fire) both established dedicated recovery permitting centers. Even streamlined permitting takes 1–4 months.
Design
Homeowners rebuilding to their pre-fire footprint may be able to use simpler permit processes (permit-by-right in some jurisdictions). Homeowners making changes — different footprint, upgraded design, ADU addition — need full design drawings, which require an architect or designer and a plan check process.
Insurance Claim
Insurance claim processing is a parallel track that does not gate permitting but does gate financing. The insurance adjuster must inspect the parcel, agree on scope, and issue a payment before the homeowner has the funds to hire a contractor. Insurance timelines vary enormously — from weeks for uncomplicated claims to years for disputed losses. California law limits insurer timelines but disputed claims can stretch far beyond statutory deadlines.
Foundation
Foundations are the first construction activity after permit issuance. The structural design must comply with current code, which in fire-affected communities includes updated seismic zone requirements and, in Wildland Urban Interface (WUI) zones, fire-resistant construction requirements (Chapter 7A in California — ignition-resistant construction standards).
Framing and Exterior
Chapter 7A requires specific materials and assemblies in WUI zones: fire-rated vents (no mesh-only vents), fire-resistant siding, Class A roofing, double-paned windows. These requirements are permanent changes to the building code in WUI areas and affect material specifications and subcontractor selection.
MEP Systems
Rough plumbing, electrical, and HVAC. The utility company must provide service before final electrical inspection.
Interior Finish
Drywall, insulation, flooring, cabinets, appliances. Finish trades are the bottleneck at community scale — when hundreds of homes are being rebuilt simultaneously, finish subcontractors are scarce and lead times for cabinets and appliances extend dramatically.
Certificate of Occupancy and Move-In
The building department issues the CO after final inspection. Move-in follows — but for many homeowners, this is not the end. Temporary housing costs during reconstruction are covered by insurance ALE (Additional Living Expense) coverage up to policy limits, but rebuilds that take longer than ALE coverage periods leave homeowners paying dual costs.
Individual home rebuilds follow the sequence above. But community-scale wildfire recovery — hundreds or thousands of homes simultaneously — introduces systemic bottlenecks that no individual project manager can fully control:
Contractor Shortage: A sudden demand for thousands of general contractors, framers, concrete workers, and finish trades in a single geographic area overwhelms local contractor capacity. Contractors are recruited from hundreds of miles away, driving up prices and extending schedules.
Material Shortages: High demand for lumber, drywall, roofing, and windows locally can create months-long delays and significant price escalation.
Permitting Bottleneck: Even streamlined permitting processes struggle when hundreds of applications arrive simultaneously.
FEMA Individual Assistance Timeline: FEMA IA grants for home repair and replacement are subject to eligibility determination, appeals, and award processes that take 6–18 months from disaster declaration.
