  • Too few items in the item bank: An item bank with only 20% more items than needed for one exam cannot support multiple exam forms or periodic item retirement. Aim for 300% of exam length.
  • Recertification designed as an afterthought: How certificants maintain the credential is as important as how they earn it. Define maintenance requirements before the first cohort earns certificates.
  • No candidate appeals process: Every certification program will have a candidate who disputes a failed result. Without a documented, fair appeals process, legal exposure follows.
