What Portfolio Management Is

Project management focuses on delivering one project on time, within scope, and on budget. Portfolio management focuses on selecting and coordinating the right projects to advance organizational strategy—and ensuring the organization can actually execute all of them with available resources.

The key portfolio management questions are different from individual project questions:

  • Are we working on the right things relative to strategic priorities?
  • Do we have the capacity to execute all active projects simultaneously?
  • Are there dependencies between projects that could cause cascade failures?
  • Which projects should we accelerate, defer, or cancel as conditions change?

A Gantt chart at the portfolio level answers these questions visually. It's not a project plan—it's a management instrument for the entire portfolio.

Building a Portfolio Gantt Chart

A portfolio Gantt chart in gantt-chart.io has a different structure from a project Gantt chart:

Rows = Projects, not tasks. Each row represents an entire project, not an individual task. The bar shows the project's overall timeline.

Detail within rows = Phases or milestones. Inside each project row, show the major phases and milestone markers—not task-level detail.

Color coding = Priority or category. Color each project bar by strategic priority (must-do, should-do, nice-to-have) or by category (product development, infrastructure, customer initiatives, internal operations).

Dependencies = Cross-project arrows. When Project B can't launch until Project A delivers a capability, draw that arrow on the portfolio chart.

At a glance: Alpha and Delta finish in June/May. Beta depends on Alpha and starts in parallel. Gamma starts mid-quarter. No two projects are competing for the same end-of-quarter crunch.

Portfolio Resource View

The portfolio Gantt chart's most important function is revealing resource conflicts across projects. When the same team or key individual is committed to multiple projects simultaneously, the chart makes the overallocation visible.

To build a resource view:

  1. Add a row for each team or key person
  2. Plot the periods when each project claims their time
  3. Look for periods where total demand exceeds capacity

A data platform team committed to both Alpha and Beta during April-May is either being double-booked or split—and the portfolio Gantt chart shows which projects are affected.

Portfolio Prioritization

Not all projects are equal. When resources are constrained, you need a consistent framework for deciding which projects get priority access to capacity.

Common prioritization criteria:

  • Strategic alignment: How directly does this project advance company OKRs?
  • Revenue impact: Does this project generate or protect revenue? How much and when?
  • Customer commitments: Are there contractual or customer-relationship obligations?
  • Technical enablement: Does this project unlock other projects? (If yes, it should be prioritized to reduce blocking)
  • Risk: What's the cost of delaying this project?

Score each project across these criteria (1-5) and rank them. The portfolio Gantt chart should reflect this ranking: highest-priority projects get first access to scarce resources and favorable timeline positioning.

When a conflict arises—two projects want the same resource in the same window—the priority ranking makes the decision. No negotiation required.

Portfolio Health Indicators

Monitor these signals at your monthly or quarterly portfolio review:

On-time milestone rate: What percentage of portfolio milestones were hit within 1 week of the planned date? Below 70% indicates systematic planning or execution problems.

Scope change rate: How often are projects adding scope after kickoff? High rates indicate inadequate upfront planning or weak change control.

Resource utilization: Are any teams consistently above 90% utilization? Sustained high utilization leads to burnout and increases schedule risk.

Critical path exposure: How many projects have milestones on their critical path in the next 30 days? A high number of concurrent critical milestones is a risk concentration that deserves attention.

Blocked projects: How many projects currently have tasks blocked by cross-project dependencies or external factors? Any blocked project creates ripple risk.

Monthly Portfolio Review Process

Run a monthly portfolio review using your Gantt chart:

Step 1: Update all project timelines (before the meeting)

Each project manager updates their section of the portfolio Gantt chart in gantt-chart.io to reflect current status.

Step 2: Review milestone health (10 minutes)

Which milestones were hit last month? Which are coming up in the next 30 days? Are any at risk?

Step 3: Review resource conflicts (10 minutes)

Are there any periods in the next 60 days where a team or individual is overcommitted across projects? Resolve now rather than scrambling later.

Step 4: Review cross-project dependencies (10 minutes)

Are there dependencies between projects that are at risk? Which projects are blocked waiting for another?

Step 5: Strategic alignment check (10 minutes)

Has anything changed in company strategy or priorities that should affect the portfolio? Any projects that should be accelerated, deferred, or cancelled given current information?

Step 6: Decisions and actions (15 minutes)

Document decisions made (resequencing, resource reallocation, project pause) and assign action items.

When to Add or Remove Projects from the Portfolio

The portfolio isn't static. Projects complete and new ones are proposed. The discipline is having a structured process for these transitions.

Adding a project:

Before approving a new project, check the portfolio Gantt chart:

  • Is there capacity to take on this project without delaying others?
  • Does it depend on anything already in the portfolio?
  • Does anything in the portfolio depend on it?
  • What priority does it get relative to existing projects?

Removing a project:

When a project is cancelled, paused, or descoped:

  • Remove it from the portfolio Gantt chart immediately
  • Identify resources freed up and decide where they're redeployed
  • Check if any other projects had dependencies on this project that need to be resolved
