A data center is fundamentally a power delivery and heat removal system housed in a building. The building itself—tilt-up concrete, steel structure, raised floor—is the easy part. The hard part is procuring and installing the electrical infrastructure (utility transformers, switchgear, generators, UPS systems) and the mechanical systems (precision cooling units, chillers, cooling towers) that make the building a functioning data center. And those systems have lead times that are longer than the building construction time.
A 10MW hyperscale data center in 2025-2026 requires utility-grade transformers with 12-24 month lead times. Large diesel generators take 18-30 months from order to delivery. Precision cooling systems (CRACs, CRAHs, or liquid cooling) take 6-16 months. If the building is complete in 14 months but the generators haven't been delivered, the data center cannot be commissioned.
