The relocation process for each utility: conflict identification (utility mapping, ground-penetrating radar, potholing), utility company engineering of the relocation design, permit acquisition by the utility (which may include their own permits from other agencies), construction by the utility's own crews or contractors, and as-built confirmation.
Urban highway projects with complex utility infrastructure — high-voltage transmission lines, major water transmission mains, gas distribution mains, telecommunications conduit banks — routinely require 3–5 years of utility coordination and can still produce construction delays when a utility's relocation falls behind schedule. Construction on major highway projects is typically phased to maintain traffic throughout. A traffic management plan governs lane closures, detour routes, and access to adjacent properties during each construction stage.
