A greenfield kraft pulp and paper mill is one of the most process-integrated industrial facilities in existence. Unlike a petrochemical plant, which can often be stopped and restarted in sections, a kraft pulp mill runs as a single continuous chemical loop: wood goes in one end, pulp and steam come out, and a chemical recovery system continuously regenerates the cooking chemicals from the organic by-products. Interrupt any part of the loop and the entire mill must stop.

The Kraft Process: Why It Defines the Gantt Chart
The kraft process (from the Swedish word for "strong") produces pulp with high strength properties by cooking wood chips in a solution of sodium hydroxide (NaOH) and sodium sulfide (Na2S) -- the "white liquor" -- at 160-180°C under pressure. The lignin that binds wood fibers together is dissolved; the cellulose fibers are separated; the resulting pulp is washed and screened.
The spent cooking chemicals produce "black liquor" -- a combination of dissolved lignin and spent cooking chemicals. Black liquor is concentrated by evaporation and then burned in the recovery boiler, which:
- Generates steam for the entire mill (the recovery boiler is the largest steam source)
- Combusts the organic content (lignin) for energy
- Produces a molten smelt of sodium carbonate and sodium sulfide
The smelt is dissolved in water to form "green liquor," which is then treated with quicklime (CaO) in the causticizing plant to regenerate white liquor. The lime (calcium carbonate, CaCO3) precipitated in causticizing is calcined in the lime kiln back to quicklime. The chemical loop is closed.
This loop -- recovery boiler → green liquor → causticizing → white liquor → digester → black liquor → recovery boiler -- cannot be broken. Startup must proceed in sequence, and the Gantt chart must enforce that sequence.
Phase 1: Fiber Supply Agreement and Reserve Assessment (Months 1-18)
A kraft pulp mill requires a continuous, long-term supply of wood chips or roundwood. The mill's fiber supply determines site selection and is a prerequisite for financing.
Fiber supply options:
- Plantation eucalyptus: short rotation (7-12 years in tropical/subtropical climates); uniform fiber; used in Brazilian and Chilean mills (Suzano, CMPC, Arauco, Eldorado Brasil); requires establishing plantations 7-12 years before mill startup or purchasing from existing plantations
- Plantation pine: longer rotation; used in US South (GP, IP, Domtar); softwood fiber for strength-critical applications
- Natural forest or mixed roundwood: longer fiber; northern hardwoods or boreal softwoods
Fiber supply assessment includes:
- Timber inventory (standing timber volume by species and age class)
- Sustainable harvest calculation (annual allowable cut)
- Transportation cost analysis (hauling distance to mill; costs dominate delivered chip price)
- Long-term fiber supply contract negotiation with landowners or timber companies

Phase 2: Site Selection (Months 6-18)
Kraft pulp mills have specific site requirements that constrain location choices:
Water supply: a kraft pulp mill uses large volumes of process water. Freshwater intake of 20-60 cubic meters per air-dried metric ton (ADt) of pulp is typical, though modern mills with closed-loop water systems approach 10-20 m³/ADt. The receiving water body must also accept treated effluent.
Effluent disposal: treated mill effluent (biochemical oxygen demand reduced to 30-50 mg/L after secondary treatment) is discharged to a river, lake, or ocean under an NPDES or similar permit. The receiving water must have sufficient dilution capacity.
Deepwater port or river access: bleached pulp (BHKP or BSKP) is exported as baled pulp to converting mills worldwide. Ship loading capability is required for export mills.
Power grid: while the recovery boiler and power boiler generate most of the mill's steam and significant electrical power, mills often import electricity for peak loads or export surplus power.
Coastal locations preferred: most new greenfield kraft pulp mills since 2000 have been built in coastal Brazil, Chile, Uruguay, and Southeast Asia, where eucalyptus plantations, port access, and favorable permitting align.
Phase 3: Environmental Permitting (Months 6-36)
Kraft pulp mill permitting is among the most complex in industry:
Air quality permits:
- Recovery boiler: major source of PM, NOx, SO2, total reduced sulfur (TRS -- hydrogen sulfide, methyl mercaptan, dimethyl sulfide, dimethyl disulfide; the source of the distinctive odor associated with kraft mills). TRS emissions require closed collection and incineration.
- Lime kiln: NOx and PM emissions; PM control with electrostatic precipitator or wet scrubber
- Power boiler: NOx, PM, SO2 depending on fuel
- Bleach plant: chlorine dioxide (ClO2) is the primary bleaching agent for ECF (elemental chlorine free) bleaching; ClO2 must be generated on-site (Mathieson process) and the system designed to minimize releases
In the US, 40 CFR Part 63 Subpart S (National Emission Standards for Hazardous Air Pollutants from the Pulp and Paper Industry) and 40 CFR Part 63 Subpart MM (National Emission Standards for Hazardous Air Pollutants for Chemical Recovery Combustion Sources at Kraft, Soda, Sulfite, and Stand-Alone Semichemical Pulp Mills) apply.
Wastewater permits: NPDES effluent limits (5-day BOD, total suspended solids, AOX (adsorbable organic halogens) for bleached mills); secondary wastewater treatment (activated sludge) and sometimes tertiary treatment required.
Solid waste permits: dregs and grits from causticizing, lime mud, and fly ash from recovery boiler require characterization and permitted disposal or beneficial use.
Permitting timeline in the US: 24-36 months for a major new source. In Brazil and Chile, environmental licensing (Licença Ambiental Prévia, Instalação, and Operação) takes 18-30 months.
Phase 4: FEED and Engineering (Months 12-30)
FEED for a kraft pulp mill is conducted by major process engineering and equipment supply firms. Unlike most industries where FEED is separated from equipment supply, kraft pulp mill engineering is dominated by two full-service suppliers who provide both engineering and major equipment:
- Valmet (Finland): recovery boilers, digesters, evaporators, paper machines, automation; largest global market share
- Andritz (Austria): recovery boilers, digesters, evaporators, paper machines, automation; strong global position
Both firms can provide a complete "islands" supply covering the entire process, or discrete equipment packages. A typical project uses one supplier for the fiber line (digester, washing, screening), a potentially different supplier for the recovery island (evaporators, recovery boiler, causticizing), and one of several suppliers for the paper machine.
FEED output: process design basis, equipment specifications, plot plan, utility balance, cost estimate (Class 3, ±20%).
Phase 5: Long-Lead Equipment Procurement (Months 22-54)
Digesters (Fiber Cooking)
Continuous digesters (Kamyr-type, now offered by Valmet and Andritz) produce pulp continuously, unlike batch digesters. A single continuous digester for a 1,500 ADt/day mill is a large pressure vessel (3-5 meters diameter, 60-80 meters tall) with precision internal chip and liquor distribution equipment.
Lead time from major suppliers: 12-18 months.
Recovery Boiler
The recovery boiler is the most expensive single piece of equipment in a kraft pulp mill and the most critical. A recovery boiler for a large mill burns 5,000-10,000 tonnes of black liquor solids per day, generates 1,500-2,500 tonnes of steam per hour, and produces 100-200 MW of electrical power from the steam turbine generator.
Recovery boilers are custom-engineered for each mill's specific black liquor chemistry, solids concentration, and steam conditions. Major suppliers: Valmet, Andritz. Lead time: 18-24 months.
Recovery boiler safety: recovery boiler smelt-water explosions are among the most severe industrial accidents in pulp mill history. Paper Machine
If the project includes an integrated paper machine (producing paperboard, containerboard, tissue, or printing/writing paper), the paper machine is a custom-engineered production line that may be 200-300 meters long, 10-15 meters wide, and cost $200-600 million for a high-speed machine.
Components: headbox (dispenses fiber slurry uniformly across forming fabric), forming section (wire section; removes water by drainage and vacuum), press section (removes water by mechanical pressing; felt fabrics carry the web), dryer section (removes remaining water with steam-heated cylinders; 100-300 dryer cylinders for a large machine), calender (smooths the sheet surface), reel (winds the paper onto large mother reels).

Evaporators
Black liquor evaporators concentrate the black liquor from 15-20% solids (from the washing plant) to 70-80% solids (firing concentration for recovery boiler). Multiple-effect evaporators with falling-film or forced-circulation stages are used.
Lead time: 12-18 months.
Lime Kiln
The lime kiln regenerates quicklime from calcium carbonate (lime mud) by calcination at 900-1,100°C. A rotary kiln 3-5 meters diameter, 100-120 meters long, fired with natural gas or biomass.
Lead time: 12-18 months.
Phase 6: Civil Construction (Months 24-54)
Recovery boiler building: the tallest structure on the mill (40-60 meters), housing the recovery boiler and steam drum. Foundation must support the boiler weight (several thousand tonnes) and dynamic loads from combustion gases.
Paper machine building: a very long (300-400 meters), relatively low building with specific structural requirements for wire and press pits (below floor level), dryer section access, and crane rails for roll handling.
Pulp storage and baling building: dried pulp (for market pulp mills) is cut into sheets, pressed into bales, and wrapped. Bale handling and storage requires significant floor area.
Effluent treatment facility: primary clarification (to remove suspended solids), aeration basins (secondary biological treatment), and secondary clarifiers. This is a significant civil and mechanical scope in its own right.
Chip storage and woodyard: large chip piles (100,000-500,000 cubic meter storage capacity), chip conveyors, and log handling equipment if roundwood is used.
Phase 7: Recovery Loop Startup Sequence (Months 50-62)
The startup of the recovery loop is the most complex phase of a kraft mill startup, and it must appear in detail on the Gantt chart:
- Causticizing plant startup: this must come first, because the causticizing plant must be operational to produce white liquor for the digester. The lime kiln is started first, then the slakers and causticizers.
- Chemical inventory buildup: a new mill starts with no chemicals. Purchased sodium hydroxide (NaOH), sodium sulfide (Na2S), and sodium carbonate (Na2CO3) are used to fill the system until sufficient recovered chemicals are available from the recovery cycle.
- Recovery boiler startup: the recovery boiler is lit on oil or gas first; black liquor is gradually introduced as the boiler reaches temperature. The smelt bed must be established before steady operation is possible. First smelt production is a major milestone.
- Digester startup: once white liquor is available from the causticizing plant, the digester can be started. First pulp cooking is the commercial milestone that begins production.
- Paper machine startup: once pulp from the digester reaches the paper machine headbox, paper production can begin. First paper roll cut is the final major commissioning milestone.

Common Scheduling Risks
Permitting delay: environmental permitting for a new kraft mill near sensitive waterbodies can extend to 36-48 months if local opposition or regulatory complexity arises. Paper mill projects in the US have seen permitting-driven delays of 12-24 months.
Recovery boiler refractory: recovery boiler floor and lower furnace are lined with composite tubes and refractory. Installation and drying must be done carefully; water intrusion into smelt is a safety hazard. Refractory installation and drying is on the critical path.
Digester startup chemistry control: getting the white liquor charge, cooking temperature, and H-factor (time-temperature integral) right in early cooks requires experienced operators. Early pulp quality is often inconsistent for 2-4 weeks of operation.
Lime availability: the lime kiln must be operational before the causticizing plant can supply adequate white liquor. If the lime kiln experiences refractory problems (common in early operation), it throttles the entire chemical recovery loop.
Plantation fiber readiness: for mills built on newly established eucalyptus plantations, the plantation maturation timeline (7-12 years) is a hard constraint. Mills in Brazil that have overestimated plantation yield in early years have faced fiber shortages that limited production.
A kraft pulp and paper mill construction Gantt chart must track both the physical construction and the chemical inventory buildup that precedes startup. The two are inseparable. A mill that is mechanically complete but has no white liquor inventory and no causticizing capability will not produce pulp.
